Core Purpose

This notification amends the procedure for the requirement of security deposits for registration of warehouses with the Warehousing Development and Regulatory Authority.

Detailed Summary

The Warehousing Development and Regulatory Authority (WDRA), exercising powers under sub-rule (1) of rule 19 of the Warehousing (Development and Regulation) Registration of Warehouses Rules, 2017, issued Notification No. IT-CR0BGAP/1/2023-IT on June 17, 2025. This notification modifies the procedure for security deposits required for warehouse registration, specifically amending notification No. T-23/3/2020-Technical-Part(1) dated June 14, 2024. The amendments include substituting "twenty-one working days" with "seven working days" in clauses 1 and 2, and inserting a new sub-clause (iv)a after clause 4(iv). This new provision allows a Primary Agricultural Cooperative Credit Society, when applying for registration, to submit an Indemnity Bond for the security deposit amount, provided it is issued by the State Government. Furthermore, clause 4(v) is amended to include "e-Bank Guarantee" as an acceptable form of security deposit, alongside Bank Fixed Deposits, Bank Guarantee (as per the First Schedule), surety insurance policies, or other instruments decided by the Authority. A new "THIRD SCHEDULE" is also inserted after the Second Schedule, providing the format and conditions for this Indemnity Bond. The Indemnity Bond, executed by the State Government in favor of WDRA, ensures indemnification for an amount of fifty thousand rupees per warehouse and specifies that the security deposit will not be released until six months after cancellation, rejection, or surrender of registration, or until all claims against it are satisfied.
