Core Purpose

Amendment to a previous notification concerning the Eco-sensitive Zone around Ramadevarabetta Vulture Sanctuary, Karnataka.

Detailed Summary

This notification, issued by the Ministry of Environment, Forest and Climate Change on April 30, 2025, amends the earlier notification S.O. 2993(E) dated September 12, 2017, which declared an Eco-sensitive Zone around the Ramadevarabetta Vulture Sanctuary in Karnataka. Acting under the powers conferred by sub-section (1) and clauses (v) and (xiv) of sub-section (2) and sub-section (3) of section 3 of the Environment (Protection) Act, 1986, read with sub-rule (4) of rule 5 of the Environment (Protection) Rules, 1986, the Central Government determined it was in the public interest to dispense with the requirement of prior notice for this amendment, as permitted by sub-rule (4) of rule 5. The amendment involves substituting paragraphs 5 and 6 of the original notification. The new paragraph 5 constitutes a Monitoring Committee for the Eco-sensitive Zone, listing eleven ex-officio and nominated members including officials from state government departments (Environment, Urban Development, Animal Husbandry), the Karnataka State Pollution Control Board, district administration (Regional Commissioner Bengaluru, Deputy Commissioner Ramanagara, Superintendent of Police Ramanagara), the Deputy Conservator of Forests Ramanagara, an ecology expert, an NGO representative, and a Member from the State Biodiversity Board, with the Regional Commissioner, Bengaluru as Chairman and the Deputy Conservator of Forests, Ramanagara as Member Secretary. The new paragraph 6 outlines the functions of this Monitoring Committee, which include scrutinizing activities within the Eco-sensitive Zone (excluding prohibited ones) based on site conditions, referring appropriate activities for environmental clearances under the EIA notification S.O. 1533(E) dated September 14, 2006, referring other activities to concerned regulatory authorities, empowering the Member-Secretary or Collector or Deputy Conservator of Forests to file complaints under section 19 of the Environment (Protection) Act, 1986 for contraventions, allowing the committee to invite experts or stakeholders, requiring the committee to submit annual action taken reports by June 30th to the Chief Wildlife Warden, and stating that the committee is subject to directions from the Central Government.
