An amendment to Statute 2(4) of the Central Universities Act 2009 makes the Vice-Chancellor eligible for re-appointment for another term, maintaining a five-year term or until seventy years of age, whichever is earlier, citing justification from Ministry of Education (erstwhile MHRD) DO No.F.20-1/2010-Desk.U dated January 27, 2010. An addendum to Statute 15(1), under Section 15(1) of the Second Schedule read with Clause 27(2) of Central Universities Act, 2009, establishes six Schools of Studies with specified departments: Arts, Humanities and Social Sciences; Inter Disciplinary and Applied Science(s); Language; Vocational Studies and Skill Development; Commerce and Management; and Education, with no new posts to be created without appropriate authority approval. A new Statute 41, under Section 27(2) of the Central Universities Act 2009, outlines the appointment of Heads of Departments by the Vice-Chancellor from Professors (or Associate Professors in specific cases) for a three-year term based on seniority and rotation, with provisions for declining, resigning, and removal subject to Executive Council ratification. Finally, Statute 36 regarding the Students' Council was amended to include 30% female students among the 20 nominated members and to specify categories for nomination (UG/PG, research scholars, sports, cultural activities). It also revises the process for elected student representatives and modifies the right of students to bring matters before the Council, now requiring it through a representative and participation by invitation, and adds a new clause 36(4) for procedures of nomination/election, terms, and code of conduct to be specified in Ordinances and Regulations.

The Executive Council of the University shall consist of the following members: I. Vice-Chancellor, Chairman. II. Secretary, (Higher Education), Ministry of Education, Govt. of India, or his/her nominee, Ex-Officio Member. III. Chairman, UGC or his/her nominee not below the rank of Joint Secretary in the UGC, Ex-Officio Member. IV. Principal Secretary, Dept. of Education, Govt. of Andhra Pradesh of the State Government dealing with matters relating to Higher Education. Ex-Officio Member. V. Pro-Vice Chancellor - Member. VI. One member from among Deans of Schools of Studies, by rotation to be appointed by the Vice-Chancellor. VII. Two Teachers of the university to be nominated by the Vice-Chancellor out of which one shall be from SC/ST/OBC/women/Minorities. VIII. Three persons of distinction in academics to be nominated by the Visitor. IX. Two serving or retired Vice Chancellors/ Directors of other Central Educational Institutions from other States to be nominated by the Executive Council on the recommendation of the Vice-Chancellor. X. Two eminent academicians, not in the service of the University, to be nominated by the Executive Council from amongst a panel recommended by the Vice-Chancellor. XI. One member of the Court who is not an employee or student of the university or an institution recognized by the university to be nominated by the visitor from a panel recommended by the Vice Chancellor of the university. XII. The Registrar shall be the Secretary. 2. All the members of the Executive Council, other than the ex-officio members shall hold office for a term of three years. 3. One half of the members of the Executive Council, including at least three external members, shall form a quorum for a meeting of the Executive Council. 4. The Executive Council shall meet at least thrice a year STATUTE 40 DEAN OF STUDENTS' WELFARE (Section 27(2) of the Central Universities Act 2009) PREAMBLE: While Statute 36 (1) (i) of the Central Universities Act speaks of the Dean of Students' Welfare, there is no provision in the Act for the mode and procedure for appointment of Dean of Students' Welfare. Hence it was felt necessary to frame the statute prescribing the provision. Hence the Statute. Add Statute 40 (after Statute 39) : DEAN OF STUDENTS' WELFARE. 1. Every Dean of Students' Welfare shall be appointed from amongst the teachers of the University, not below the rank of a Associate Professor by the Vice-Chancellor. 2. Every Dean appointed under clause (1) shall be a whole-time officer and shall hold office for a term of three years and shall be eligible for re-appointment. 3. Provided that the Executive Council may sanction on the recommendation of the Vice-Chancellor a suitable allowance to be paid to him, if it is considered necessary to discharge the duties of the Dean of Students 'Welfare in addition to his own duties as Professor/ Associate Professor as the case may be. 4. A person who is appointed as a Dean of Students' Welfare shall continue to hold his lien on his substantive post and shall be eligible to all the benefits that would have otherwise accrued to him, but for his appointment as the Dean of Students' Welfare. 5. When the office of a Dean of Students' Welfare is vacant or when the Dean of Students' Welfare is, by reason of illness or absence or any other cause, unable to perform the duties of his office, the duties of the office shall be performed by such person as the Vice-Chancellor may appoint for the purpose. 6. The duties and powers of a Dean of Students' Welfare shall be prescribed by the Ordinances. STATUTE 15 (1) ESTABLISHMENT OF THE SCHOOLS OF STUDIES (Under Section 15 (1) of the Statute set out in Second Schedule read with Clause 27 (2) of Central Universities Act, 2009) Addendum to Statute15(1) The University shall establish the following School of Studies with Departments assigned there-to for the purpose of teaching and research as detailed below. Provided that if a Department has only one Professor, the Head of the Department shall be appointed from amongst the Professor and the senior most Associate Professor on the basis of rotation with due regard to the seniority. Provided further that if a Department has no Professor, the Head of the Department shall be appointed from amongst the Associate Professors on the basis of rotation with due regard to the seniority. Provided further that if there is no Professor or an Associate Professor, in a Department, the Dean of the School concerned shall act as the Head of that Department. A Professor or Associate Professor may decline the offer of appointment as the Head of the Department, in which case, the offer of appointment as Head shall be made to the next eligible person on the basis of rotation with due regard to the seniority. A Head of Department may resign his office at any time during his/her tenure of office by giving justified reason, in which case, the offer of appointment as Head shall be made to the next eligible person on the basis of rotation with due regard to the seniority. If a person declines the offer of appointment as Head of the Department and/ or resign his office at any time during his/her tenure of office, he/she shall not be considered for appointment as Head in the Department, till his turn of appointment comes again in order of the seniority. The Head of the Department may be removed from his office during the currency of his tenure by the Vice-Chancellor for cogent reasons subject to ratification by the Executive Council at its next meeting. The Head of a Department shall perform such functions as may be prescribed by the Ordinances.
